Born in Anniston, Alabama. He joined the Army in September 1980. He completed Basic and Individual training at Fort Gordon, Georgia. He has earned his Bachelor’s of Science degree in Health and Physical Education from Cameron University; Lawton, Oklahoma.

MSG(R) Mallard served as a communication chief during Desert Storm / Desert Shield a member of the 24th Infantry Division, Fort Stewart, Georgia.

Advance Basis Non Commissioned Officers Courses, Primary Leadership Course, Security Manager Course, Drill Sergeant Course, and Organization Supply Course. His awards and decorations include the Legion of Merit, Meritorious Service Medal w/3 OLC, The Army Commendation Medal w/7 OLC, The Army Achievement Medal w/5 OLC, The Drill Sergeant Identification Badge, Good Conduct Medal (6), Southwest Asia Ribbon, National Defense Service Medal, Noncommissioned Officer Ribbon (3rd Oak Leaf Cluster), Overseas Service Ribbon (4th award).
MSG(R) Mallard and his wife Robin have two sons, Captain Torre E. Mallard (deceased) and Terrence E. Mallard. MSG (Ret) Mallard resides in Stafford, Virginia with his wife.

Married to Liza Roos (former AF CAPT/Weapons Director) for 30 years who works at Dahlgren Naval Base as a systems engineer.
Has three Children - Connor, Lauren and Sean - All went to Riverbend High School.
Bachelors in History and a Masters in Public Administration - Licensed to teach Comprehensive Social Studies in the State of Virginia
Fully certified JROTC Instructor.
Served 22 years in the United States Army in the following positions:Signal Company Platoon Leader (Germany), Battalion Signal Officer for a field artillery battalion (Fort Sill OK), Headquarter Company Commander, United States Army Central Command Saudi Arabia, Battalion Assistant S3 for a Signal Battalion, (54th Signal Battalion AK), Combined Joint Special Operations Task Force Signal Officer (Bosnia), Mechanized Infantry Brigade S6 (1st BDE 3ID -Communications Officer), G6 (Kosovo - Communications Officer), 10th Signal Battalion S3 (Fort Drum NY/Afghanistan), Battalion Executive Officer, (Fort Drum NY), Action Officer (US Joint Staff/Afghanistan), Deputy Brigade Commander 160th Signal Brigade (Kuwait), and Army Staff Officer on the G6 staff.
2 years as a contractor in DC working on the Army Staff and then 7 years traveling the middle east selling communications systems.
